COVNCIL OF MAGISTRATES

The Council of Magistrates is the governing body of Liberportus. Councilors make and enforce the laws, defend Liberportus’s interests at home and abroad, and generally ensure the city continues to prosper. Since Liberportus is a city based on mercantilism and enlightened self-interest, councilors also make sure they profit from all of the above. The Magistrates Council isn’t only about prestige, it’s also about profit. The council, like many aspects of the city, is a legacy of Liberportus’s piratical past. In the rough-and-tumble early days, every captain of a pirate vessel was considered an equal. Decisions were made by a simple majority, and duels were as common as debates.
The Council of Magistrates, in its modern form, was created in 607 AUC in an attempt to solidify the shaky political situation after the fall of Carthage.  In the face of immediate Roman domination, the Avalians put together a council of elders mixed with the most powerful pirates in the city and negotaited with the Romans for self rule under the guidance of the governor of Sicily. Since then, this body of free citizens, elected by free men, have supervised and overseen the affairs of Liberportus.
